The Second Sorceress War had come and gone, and a sense of relief washed over the entire world. With Sorceress Ultimecia's plots foiled and time moving on once more, it seemed as if all that had been undone by the witch was restored, and the people of the world no longer held their breath in apprehension.

Balamb Garden now travels the world during the school year, allowing the students the freedom of travel and seeing the sights that their great world has to offer. Squall Leonhart, the man who led the attack against Ultimecia, is the SeeD Commander and works directly underneath the Headmaster of Balamb Garden, Cid Kramer. Everything seemed to be in order and there was little to complain about.

But when a wave of outsiders begins to arrive in their world without warning, what do the inhabitants think of it? "Sorceress work," they say with hatred, their attention fixated on the new Sorceress — Rinoa Heartilly. Suddenly, everyone seems to be against Rinoa, claiming she was building an army to take over the world like her predecessors, and throw the people into civil war. Panicked, Squall now desperately tries to find ways to explain the surge of outsiders, while the people of the world have thrown themselves into a new age of fear and paranoia.

Will another war begin against Sorceress Rinoa and the off-worlders? Or will Squall find a way to once again save the love of his life?

Everything relies on the decisions made by the off-worlders and natives alone.
